Not heard of a "16". In what context are you referring to a "16 hour rule"?
-
The Ca 16 hour exemption? Not sure what its called exactly.
-
i think the op is referring to the extending the 14 hr rule under unforseen circumstances like bad weather or a wreck that prevents you from making it back to your home destination. i may be incorrect on this, but i believe this is only for drivers who start and end the day at the home location.

I think we are allowed up to 2 additional hours of drive time to get to the nearest safe location if stopping where you are currently at would be more of a hazard than pushing on. If I remember right, if you can't find a safe place within those two hours, you have to stop where you are regardless. All of this applies in situations of inclement weather. Someone correct me if I am just waaay wrong.

So it's just a in case of emergency or great need thing?

In Ca. if you drive locally with-in 100 air miles daily, you can drive 12 hours a day every day, with an additional 2 or 4 allowed once a week. I can't remember if it's 2 or 4 hrs. I think this is allowed for any reason, not inclement weather or anything else. I'm too lazy to look it up right now, but I believe this is what the OP is refering to since she lives in Ca.
