Why not just make the rule that an employer can not restrict a driver from taking a 30 minute break? Why force everyone to comply to their idea of safety?
Like you said, people go nuts over this stuff. It's human nature. So why put even a single driver in a position where he now feels he is under the gun because the "break" put him behind 30 minutes? --Or even just the perception that he is now behind 30 minutes.
The scary part is, it is not just 1 driver. LOTS of drivers are now behind, or think they are behind, or are not where they would have been if not forced to stop for the duration, and within the time-frame a bunch of bureaucrats have thunk up.
They should be giving us the tools that ALLOW us to operate safely. Not regulations that FORCE us to operate "safely".

I for one am glad, now, perhaps parking might be a little easier to fined at night. This is like a Christmas gift to US truckers.

The bill is passed, but it could be awhile before it goes into effect. The FMCSA could deliberately delay it if they want.
