I agree with you, but a lack of common sense still does not make the USA driver the cause of the crash. It was bad judgement to make the u-turn but the u-turn did not cause the bus to crash into him. The crash was entirley the fault of the bus driver.

Two things here; That looks like it may be a legal place for a U-turn so how did the shuttle driver not see that wall across her lane? Distracted driving? Also, numbers are a funny thing, you can do anything you want with them to fit your needs. 251 accidents out of 2300 trucks in two years. About 5% per year. Is that high or low? The shuttle company has had one accident but notice they didn't list the number of shuttles they run. Probably far less than even 100. Your odds for accidents increase exponentially the more equipment you have on the road daily. Im not defending either side, but just remember the press presents the article they way they want you to interpret it.

Wouldn't have done what the USA driver did but the bus driver gets more of the blame.

I've made uturns and still will if I have to.But never at a place where ppl gather.I would ask someone the nearest place to turn around.I also would make sure the area im making a uturn is plenty big enough.
