Ida slammed into Louisiana as a Category 4 hurricane Aug. 29, with winds upward to 150 mph. The storm is moving over the northern part of the state according to the National Hurricane Center’s bulletin for Aug. 31. Along with it, heavy rainfall is expected to impact Tennessee and the Ohio valley all the way into the Appalachians.
On Aug. 29, the Federal Motor Carrier Safety Administration issued a regional emergency declaration, offering relief from the federal regulations that relate to the maximum driving time provisions for property and passenger carrying vehicles.
This declaration covers Alabama, Arkansas, Louisiana, Mississippi, Tennessee, and Texas. It also applies to drivers who aid in emergency relief efforts.
The declaration states that it wishes to address the emergency conditions that create the need for the immediate transport of goods, equipment, fuel, and people.
This response extends to railways as well as roadways. The Federal Railroad Administration has been able to activate this emergency relief and gives railroads a temporary waiver from certain safety regulations allowing them to expedite services. The emergency relief docket makes sure that routine safety requirements do not interfere or hinder operations in the case of emergencies.
The Federal Transit Administration maintains contact with agency leaders in the impacted areas as the hurricane moves inland.

Anyone that exceeds the HOS rules is a chump. The DOT and the Federal government will hang you out to dry for any excuse they can find UNTIL they need something, then magically it’s safe and ok for us to decide when we need to sleep. I firmly believe that if we all followed the traffic laws and DOT regulations to the letter, it would cripple this country the same as a truckers strike and they would be forced to rethink their bullshit regulations.
