This is probably so they can ticket/fine those who park where they don't want them to....build revenue for the state from all the truckers..

Why do I see a need for future state workers to pickup the huge increase in "pee" bottles on VA highways?

So now they'll have these parking lots sitting there doing nothing, while trucks will be scrambling for parking spots... and we can't even use on/off ramps there. Geez. At least in this economy the number of trucks is down a bit, otherwise things would really suck there.
And there are plenty of states that have rest areas with no facilities. Why not just close the facilities at these places, but let them open for parking? It can't cost that much to have someone stop by once in a while and empty the trash bins. -
I vote no to hauling freight to VA.

So ya can't park on the road or ramps, and ya can't park on private property. And you can bet that those Smookies will be fine-combing logbooks for HOS violations of those trying to find a place to take their mandated rest periods.
A "slowdown" might seem in order thru the State - I-81, I-66, all the 95s, I-64. Just back it down to 45-50mph side by side and end to end with appropriate distances to preclude the "alleged convoying" stops.
