    I've done it myself several times but I have heard an "urban legend" about some states requiring binders being a certain distance above the rail...It does make makes sense(somewhat) Did you ever have a snap binder turn a little bit in transit, and then you have a heck of a time releasing it?

    If i consider even one "why would govt" type question i will eventually end up in diatribes about welfare and caitlyn jenner's extra rights for being a fruitcake.

    I have also heard urban legend way back of a binder needing to be hooked to a chain at each end. I never bought too far into it but am overall pretty sheltered as to what is out there in other states. So just curious. Is a binder going from a beam trailer to an excavator pad legal in every jurisdiction? If someone told me san francisco requires they be pink binders i might believe it.

    Man, so far the only state to ever give me any crap is my home state of Texas. It was suggested to me a few years ago that I start chaining to the rail instead of my binders because of the fact that every DOT inspector may interpret the rules differently.
