I am looking into buying a truck that is Pre Emissions, therefore I will not be allowed to go into California, not that I did much before anyway. I think i've been there once in 5 years. Would I be shooting myself in the foot elsewhere? Am I setting myself up to be harassed more by DOT?
Your experience with this subject is much appreciated.

Don't think so, I have a pre-emission truck and I go to CA every week with no problems or harassment.
Just keep on top of your maintenance and keep it looking good.

What your asking is, will any other state give me grief that I don't have a Cali ready truck. I've not heard of any states that will. But if your leasing onto a company, that requires you to be Cali compliant. That might be a issue depending on who inspects your truck.
As long as those in the preagreement inspection don't know the contract terms you should be good.
