Why do truckers pass weigh station when open?

I have pre-pass, but if the ramps full (even red) I'll call it over the radio and go past. I've never been stopped or chased down by DOT. If I can go in, I always do... I will not drive over weight. Given that I am a company driver, only once have I had a trailer that failed a DOT check; And that was the ABS light not coming on. (Not failed, but got a violation)

Safety has always told me that even if the lights are up and it says ALL TRUCKS MUST STOP if I get green I keep going. If I get red or nothing, then pull in.

But then if you were on the shoulder and got hit they would be asking you why you were running on the shoulder

While not completely safe some states like Wyoming that were exempted 1974 from the Federal weight limits on Interstates have a higher GVWR and thus most Interstate trucks will be under gross anyway. Depending on your inner bridge you can gross up to 117,000 Using their table #1 and the operators get to choose between the two state tables.
Anyway the typical dry van that jumps the scales was probably legal weight in Wyoming and probably not worth chasing. If you are passing through with a drive/tow-away, overweight or with livestock your risks and punishments obviously go way up for not stopping.
As I am often delivering in the state I always stop plus when they are doing inspections if you do skip they most likely will blacklist your pre-pass if they aren't too busy etc... so that is the carrot to make sure you don't skip the red light as a local area driver.
As they have some of the easiest to hit bathrooms within 100 miles I also stop at the Evanston POE when I need to go vs fighting at Pilot or FJ.
I do wonder if the WHP still does what they use to do with the permits where they make the truck driver return to the PoE that they skipped. It would suck to be pulled over for a traffic violation in Laramie and be forced to drive back to the Evanston POE like they absolutely did in the past.
