I know here a citation is a courtesy summons and can be made to pay the amount of the summons as a bond amount. If nobody comes to court the amount posted is covered for five and considered a guilty plea. Now that’s here in SC. Just using SC as an example.

In Oklahoma the scale house is run by the Oklahoma Corporation Commission. They only deal with legalization and weights when at a scale since they don’t carry portables. At the super coupes there is also Port Of Entry officers which is a division of the Department of Public Safety (highway patrol) they are the ones who inspect equipment.

So you will need to check with the OCC

Grace period is just for getting the stickers/putting them on. You still have to have filed by 12/31/20

Correct for IFTA, you have a grace period to display the new credentials (decal and paper license) but only if the license was renewed on time and there are no tax returns due except 4th qtr.

For UCR there is no grace period at all and most states are making the carrier get current on the spot before releasing the truck.

As for paying the "fine" on the spot, most likely it is just a bond although sometimes the fine is paid at the time of the citation and refunded in court if dismissed.

Blew past an open Ok weigh station 7 or 8 years ago. I know, that's on me. Highway Patrol ran me down and instructed me to go back to it. They were having some sorts of blitz as they pulled everyone in and issued citations to at least 50% of drivers.
I obviously was cited for not stopping and was forced to pay fine before leaving as were all drivers cited.
The whole thing seemed very "fishy" to me. Can't recall how much I paid but it was no more than $200.
Nothing ever showed up on my license and no points were added to license either.

Topic variance: Not a new concept.
Greenfield TN, night marshal, outside town pulled off.
You can pay me $20.00 each (2 of us in durance vile) and go on, OR .
"Go back to Greenfield; spend the night in an old cold jail that has not had a fire in it in a week".
Sold.. the 20's flew over the seat back to him and on to St.Louis.

Radford, VA.. VHP grabbed 7 of us together, downhill on US 11, Xceeding the 45 MPH. Escorted us back
to Radford fairgrounds. circled our bull wagons and explained the situation.
We would get tickets, post $50 cash bond, be tried in absentina, and be mailed a refund of $15.
    We suggested we pay the $35 net fine in cash there then and no paper work needed. Nope, legal;
The check came to my mothers house from "The Commonwealth of Virginia", new name for a state.

Germantown,TN: Going from road 60 to city 35 between signs 50 feet apart. While slowing was blown
away by a TN Cadillac passing. Ha! the man will get him... ? No, man go me. MS tags. New wrinkle.
They write you a ticket, keep your driver license, you go and when the ticket is mailed in with a check, and it clears the bank, they mail your license back. Ticket has verbiage to allow it as sub license.
Impressive, as I still remember these from the 50's.

Early 80's, Ellijay GA. Go back south to head north or cut straight across. 60' limit, wait at the scales until his car is full then to the courthouse, plead no contest and post bail. Takes all of you back to your truck and continue on your way. Fine was always same as bail.

That brings up as to why it's a bond instead of promise to appear. If the citation was made to the company then there is no way to get a signature for promise to uprear.
