    No problem.

Also, keep in mind. If the wire is crimped/damaged inside the harness, it's likely that other wires will have been damaged. You may solve this problem now, but you run the risk of having other problems if you don't find out WHY it happened. For example, the grommet could've came out, and the harness is rubbing against the metal firewall. Be prepared to splice, butt, and shrink wrap.

I used a test light on the fuses and their all lighting up with the ignition off is that normal? Not all of them but I'd say 75% of my fuses are lighting up

Going to the input, yes. Depends on which fuses, too. Some components down range may be powered on at all times. The component gets switched on/activated when the circuit is closed. That depends on the setup (in the schematic). Not all fuses and their circuits are gonna act the same.

With the key off, probe the input of the relay you're working on. There should be power. Find the output going to the starter. There should be no power. Turn the key on. There should be power at the output.

If the relay is normally closed (allows power to the starter at all times), it's supposed to do that.

Next step, turn the key on, and see if the power is switched OFF at the starter.

    Alexp2686 Thanks this.

If the harness is going through the door jam, it could be binding in there. Put a test light on the starter and have someone open and close the door. See if the light goes out.

I tried best I could to reach the starter and no light came on, but I think I'm not touching the right spot. On this truck I would have to get under it between the front wheel and the battery cover and unfortunately I'm too big to fit, I'm gonna have my uncle come over on Saturday and try it while I shut the door, that could be what's happening.
You're not in jacksonville fl by any chance are you? You sound like you know how to find this problem.

No brother, but I'm working towards moving in that direction. Hence why I'm on the trucking forum (to move).

Oh I see, well I can tell you the shops here are always so busy always backed up and none have a good person that knows how to do this kind of work. Everywhere I've called told me to take it to the dealership and the dealership is so backed up that would take them 3 weeks to even begin. So there's plenty of work for diesel mechanics specially if you know how to diagnose electric problems. On the other hand if you're a driver rates out of Florida are horrible.
Anyways I really appreciate your help.
