The ECM knows its in time. If not it throws a fault code.

The CM 870 and 871 are a tad more detailed than the newer commonrail engines due to the fact that they can be dialed in by valve and injection timing. But for the most part if its not within a cerain window it will do the same.

When I insert the wedges into both cams and set timing and then rotate to A mark which valves should be adjusted first ?

"A" will be cylinder #1 or #6. "B" will be #2 or #5 "C" will be #3 or #4. To know if you are #1 or #6 when on "A" look at the injector rocker. Whichever just started it's downstroke is the correct cylinder. The intake and exhaust valves should also be completely closed. After determining that, follow firing order 1,5,3,6,2,4

I don't understand what you trying to do. Did you use crank pin and wedges to set timing?
Go to cummins quickserve.com for manuals.

    Heavyd and baha Thank this.

You do not set valve lash with the engine pinned and wedged, you set the front gear train lash first. Then Bar to "A" and start with 1 or 6 whichever valves are closed. Follow the order as @QUALITYTRUCK said.

    QUALITYTRUCK and spsauerland Thank this.
