In Illinois they came in and set up portables, and we're doing inspections on private property. I was unloading, before I had the tarps rolled up, the owner told them to leave, they loaded up and left. Years ago a a driver had just became a U S citizen, got stopped at the Indiana scale and refused to participate in a DOT inspection , Michigan Steel Haulers didn't either, they would not pull in to the inspection site, the smokies had to chase the down.
This beats all... LvL 1 at the fuel pumps

If it were otherwise, anything any cop or government official did would be fine and legal unless expressly prohibited. This is the reality in more cases than not because most people dont know their rights or have the ability (read money) to fight such tyrannies. -
In my state places like Walmart, apartment complexes or Loves parking lot are defined as a "public vehicular area", even though they are privately owned. Police have defined limited authority on public vehicular areas. For example, they can arrest you for DWI, but not for speeding.
In contrast, your driveway is private property. You can drive drunk up and down your own private drive, and the police have no authority over you. Hit the road, then you are toast. Some folks also get confused and think that if an officer gets behind them and turns on the blue lights all they have to do is hit their own or someone's driveway, or a public vehicular area and they are free. They would be wrong, the officer can follow you up to your house, or Walmart's parking lot and cite or arrest you for anything that they could out on the public roadway....because they established reasonable suspicion (my state's threshold for a stop) while you were out on a public road.
There are also many small rules and exceptions to the general overview I stated. That is why lawyers make the big bucks.Doealex Thanks this. -

Not sure where this "ask to leave" comes from. Police are also part of the "public". Depending on states or town rules/laws, they are on these private held public vehicular areas often for enforcement. Such as the case for fire lanes and handicapped parking places , just to name a few. And I don't think the manager of Walmart has the legal authority to ask the police to leave.

The reason private property owners don't ask the police to leave immediately is that it might create a bad memory and will work against the property owner one day. Knew of the landlord who called on the loud bar next door. Landlord's son was arrested a few months later for a minor traffic violation; turns out most of the cops were frequent patrons at the bar and got even with the caller.
