It's simply easier to be homeless downtown than in the middle of an empty field somewhere. And Seattle puts a lot less effort into hiding their homeless than most places do.
What about the LAW. Why is it that they can't do anything? You commit crimes and take no responsibility for it. Law enforcement can't do anything. Their hands are tied. And now, they are running with stolen converters. Such a beautiful state, but run down.
