Wait till it rains. Yes, California does little to recover the surge. Tho it does try to retain some of it behind various dams. It is the overflow that goes into the river.
When I lived in Pasadena Ca. There was Eaton Canyon. The water came off the mountain and flowed down a river bed. After a mile it would fill the Eaton Canyon Reservoir. It would contain much of the initial water that came from the mountains. Tho the Calidornia reservoirs dont have controlled spillways. Controlled as in some one manages it. Instead the reservoir retains the firs 2 million gallons and lets tthe rest spill out.
Humurous to me? The Eaton canyon spill way now has 4 companies that built buildings in the overflow area. Some one is going to die from ignorance.
