Not unless your engaged in transportation. Every state is different. Under recovery and emergency your not subject in Ohio. Plus exempt from weights and measurements.
But if your engaged in secondary tow, or transportation you are required to follow standard rules.

If I was @shooter19802003 i wouldn’t worry about the additives in the oil, I’d run it until 15,000 and have it done on the road or wait until I got home and do it.
