Would I need the titles to both parts? Ie frame and cab or the cabs don’t have vin plates on them such as cars? -

so that would mean, I can put the cab on the old frame and modify the vin #’s on the cab to match? Or I would have to go through a verification of the modification?

That’s interesting because one can swap out a frame rail and problem solved. It’s now an old truck.

I’d be surprised if a officer would even know where to find a VIN on a frame. I can assure you they will notice if the door jamb differs from the registration.
