It agricultural area. Many low wage, guest (hopefully) workers in the population

 

Roughly half their population is a state prison

That probably has a lot to do with it

 

20 miles north of the Mexican border, in the desert half way between San Diego and Yuma AZ

I would expect nothing less of a largely agricultural community.
Numbers are skewed badly by the fact that non citizens are included in the total count, but don't have complete access or desire to avail themselves of educational system.

 

But are they dumb?

 

Huh .. what a disappointment.. I was really expecting it to be Washington DC
