    So what happens in a reverse movement?
    Is that different somehow?

    If the tandems are forward there will always be some offset creating a tail swing.
    The rear of the trailer will swing wider than the pivot point of the wheels.
    That is (very) basic geometry.

    Cdl school teaches you to maintain your lane and use the space in the road your turning onto not the road your turning off of for a reason.

    I currently run a 42' flat with a 10'1" spread. Quick dump on rear and can physically walk it sideways backing up. I understand tail swing/slide. Zero reason for it to be a issue moving forward and hitting anything on the left side. You did not set your self up for a right hand turn properly.

    The trailer tandem to rear of trailer will not pass outside the radius of the tractor. But I have a idea. OP approach his turn. Seen its tight, swung out to his left across centerline, or second lane. Gave it a button hooked turn which fabricated a un needed tail swing. Maybe it was needed, maybe he shouldn't have been on the street? Maybe he was set up? But making a standard 90° turn will not produce a tail swing out side of the radius of the tractor.

    But what about when trailer tandems are slid all the way up?

    That’s where trailer swing comes in.

    How can you fabricate a tail swing?
    It is either there, or it is not.

    It can not go outside the radius you directed it to. It has zero power.
