Any tanker companies that don't neuter their trucks?

I realize we will never win the war against bean counters and insurance underwriters. Even so, I thought I had seen it all: speed restrictions, idle time limits, transmissions permanently locked in economy mode, and so on. Today brought something new. A truck without an air horn! The reason, as explained to me, is that air horns are unnecessary and scare four-wheelers, which I think are mutually exclusive. In any case, I find it ridiculous. Are any of you familiar with companies that respect their drivers enough to give them a truck that performs when needed?

Kuhnle Brothers, they do the exact opposite of neutering their trucks.

City horns are ineffective at highway speeds therefore rendering them nearly worthless. No horn is dangerous. They're just too cheap to spend the money on one when they order their trucks.

I may not be up on all the new and ever changing rules and regulations, but when I used to get DOT inspections, the officer would ask you to honk the city horn and the air horn.

Are they both not a requirement anymore?
