Take a bottle of water half full. Set it on top of valve cover engine at idle. It should be still. Have someone rev the engine it shouldn’t ripple but slightly on top. If I knew how to post a video I could show you an example of what is acceptable

I suggest putting the shutoffs at the engine, not the filter. That way if a hose leaks or just needs changing, it can be isolated and changed easily. As long as the filters mounted higher than the valves, won’t lose any more coolant when changing filters than if the shutoffs are right at the filter, like most are plumbed.
