As of October 30, 2022 if you have a clp from another state, can you attend CDL school somewhere else? I have my clp from Georgia but I live in Texas now. Can I attend school here?

Hoping someone has some knowledge on this subject.
I'm going to be training my cousin who just passed his written exam for his CLP in California and I'm wondering if I have to stay in that miserable state to train him. I'd much prefer to run elsewhere for his training but I'm under the impression that he can only drive within his home state while a CLP holder? Does anyone have any experience with this? The OP was referring to a CDL school but I'm certainly no a school teacher!!! -
