Recommend a company for a company driver with these parameters?

I'm sorry man, but you're right. It does sound diva-ish and entitled, and a little eye rolling. Companies are not going to pander to you, you're going to them for a job. You'll have to develop aome flexibility. It dont feel like someone whos been in the industry a while. Honestly, I don't understand why your worried whether another driver gets punished for leaving a trailer in sub par condition. Sometimes that's gonna happen. Get it fixed, amd keep it moving. I also don't really know why it matters whether a company hires rookies or not. It feels like you want a company that makes you feel elite. You need to figure out 3 things that you can't live without and roll with it. I will say this, a minimum 45 cpm won't be hard for you to find at all.

Obviously don't expect one company to have all that... Whoever has the most is the best. Some of those things are dealbreakers...most are wants. You can probably tell which ones are the highest priority. Sorry if the tongue-in-cheek nature of the post wasn't clear to some of you. I tried to at least make it obvious.
On a related note, does anyone know which companies are doing western regional? I always enjoyed driving in the west the most.
Also a question about finding companies? Is there an easier way to find out if they tick off the boxes that are priorities for you? If you can't trust the recruiters, why do companies bother keeping them on the pay roll? Doesn't the revolving door just cost the company more money in the long-run once the driver feels deceived? -

New Legends runs mostly 11 Western. I'd also try Andrus Transportation. I can't remember where they are, I think Las Vegas. One of my friends used drive for Pride Transportation and they have a western division. You could check into Giltner Transportation or Doug Andrus Trucking(not the same as the aforementioned Andrus Transportation) Both of them are in Idaho somewhere.

One Swift Refrigerated driver said he requested to stay West and his dispatcher let him.
Ashley Distribution can stay west.
USA Truck, after you qualify, can run off their load board and run where you want to. You can stay west or where ever you want to.

Private carrier but you would need to drive in winter areas just not east of the big muddy.
