Have you ever considered the fact that open carry:
allows for a faster, one-handed draw with less chance of entanglement,
serves as a deterrent to would-be attackers,
allows those of us who maintain situational awareness to protect ourselves from crossfire by knowing in advance where a source of fire will be if something goes down,
and
generally indicates that the person carrying will only use their firearm for defensive purposes?
Gangbangers don't open carry.

I won't embed the video as there's cussing, but I seriously doubt open carry reduces the risk when carrying a round in the chamber.

I open carry everywhere I go. So do police officers. I'm a law abiding citizen, and I can promise you that you want me on your side if anything happens.

And IANAL but from what I read in the article, I believe the guy in Houston was indeed a defensive use. Texas law allows the use of force, up to and including deadly force, in defense of self, a third person, one's own property, or a third person's property. -
As for Houston - yeah, first couple of rounds are legit. After he picks up the robber's gun he puts another round in the robber's back, then flees the scene.
