Most 'slower traffic to the right laws' read something like:

" Notwithstanding the prima facie speed limits, any vehicle proceeding upon a highway at a speed less than the normal speed of traffic moving in the same direction at such time shall be driven in the right-hand lane for traffic or as close as practicable to the right-hand edge or curb, except when overtaking and passing another vehicle proceeding in the same direction or when preparing for a left turn at an intersection or into a private road or driveway."

When taken into account with presumed speed limits and basic speed limits, and the concept of implied repeal, that means that someone doing the speed limit in the left hand lane is MORE illegal than someone speeding in the left hand lane.

 

It's the title of the statute in all caps. I would agree with you if they didn't define that exact phrase "slow moving vehicle". That statute is directed to vehicles who normally do not travel on the highway. The sign is a reference to the statute. If a sign says that CMV require chains to proceed, you can still get a ticket even though you have chains equipped because it doesn't follow the statute's definition.

 

The very first thing you linked was the statute, so it's not that far fetched to think that they relate to each other. Otherwise, we can try to figure out the definition of slow. 3 people driving 100mph are going to think 70 is slow. Grandpa is going to say that 55 is too fast.
