It seemed like just having the signs was enough to get slow vehicles to turn out and let people pass.

I get people telling me I need to move over so people can pass me.
State law....slower traffic to the right.
Problem is. Speed limit is 70. I do 70.
Does that make me slower or does that make you speeding?
You can go around me if you want to go faster then me.
On the other hand. There are legitimate people going slower and don't belong in the fast lane.
Me. I think I'm perfectly legal to be in the fast lane. -
- Absolute speed limit — The absolute speed limit is the posted speed limit in an area. You break the absolute speed limit if you travel over the posted speed by any amount.
- Presumed speed limit — The presumed speed limit is not as straightforward. If an officer believes that you have broken the presumed speed limit, he or she believes that your speed did not suit the conditions at the time.
- Basic speed limit — When an issue arises involving the basic speed limit, it means that an officer believes that your driving speed was unsafe even if it was at or below the posted limit. In this case, the officer would need to prove that your speed posed a safety issue.
Most 'slower traffic to the right laws' read something like:
" Notwithstanding the prima facie speed limits, any vehicle proceeding upon a highway at a speed less than the normal speed of traffic moving in the same direction at such time shall be driven in the right-hand lane for traffic or as close as practicable to the right-hand edge or curb, except when overtaking and passing another vehicle proceeding in the same direction or when preparing for a left turn at an intersection or into a private road or driveway."When taken into account with presumed speed limits and basic speed limits, and the concept of implied repeal, that means that someone doing the speed limit in the left hand lane is MORE illegal than someone speeding in the left hand lane.

It's the title of the statute in all caps. I would agree with you if they didn't define that exact phrase "slow moving vehicle". That statute is directed to vehicles who normally do not travel on the highway. The sign is a reference to the statute. If a sign says that CMV require chains to proceed, you can still get a ticket even though you have chains equipped because it doesn't follow the statute's definition.

The very first thing you linked was the statute, so it's not that far fetched to think that they relate to each other. Otherwise, we can try to figure out the definition of slow. 3 people driving 100mph are going to think 70 is slow. Grandpa is going to say that 55 is too fast.

On 12 if you’re driving less than 50mph and have a line of cars behind you and cruise right by a turnout they will pull you over. Or cars that travel the road frequently will stop at a call box and report people. It’s just weird to me that the highways it’s on don’t have a farm field in sight and the ag parts of the state that are flat and mostly open don’t have the signs or turn outs. Guess they built them in the wrong part of the state.
