I would think you could hard wire one to stay only on the 11 meter band.
Again if trucking schools don't teach a brief section on CB's and exports they should. They should at least inform truck drivers on what is a true CB radio and what is an export, the difference between the two, and how running on the 10 meter ham band can get you in trouble.
Granted I'm sure you'll still have the occasional user who knows but doesn't care....but IMO most truckers don't know what the 10 meter band is or that a license is required to be there. In fact IMO most truckers don't know much about CB's at all other than maybe how to hook one up and key up the mic.
If more people knew about the 10 meter band, export radios and the requirements to transmit on such frequencies I think there would be less unlicensed people on the 10 meter band. -
EXPORTS ( a joke ) if they really were would not even be allowed to be owned in the US but OWNING one is not illegal only using it. MOST people who buy them have little idea of FCC rules and learn most of what they know from others who know no more that they do REMEMBER there is no test and no law that says they HAVE to know anything.
When most buy from a TRUCKSTOP or CB shop why would the guy selling the radio even bother to tell them any thing about any RULES once it leaves the shop LEGALY it's the new owners problem he will pay the fine not the shop.

I don't hear them that high unless they are running a 2950DX ....
AM on 10 is found on 29.0 - 29.2 and FM on 29.600 and you need a general class. -

Ok now the bands have begun to open and as spring gets here will open more but will this bring a swarm of illegal operators on to 10 meters and where will you find them ????
The 3 frequencys being monitored are 28.025, 28.085 and 28.535 this is well know as hangouts for unlicensed users. The FCC is also monitoring them. On 10 meters there are repeators on 29.620, 29.640, 29.660 and 29.680 and simplex on 29.600 mhz THEY REQUIRE A GENERAL CLASS license to use them.
SO ..... Lets pass the word don't go on 10 meters DON'T be stupid ..... -
