Bipartisan can mean ANYTHING form both parties support the bill or one party and one "defector" from the other party.
There are humane ways to not leave yourself at the mercy of some rundown customer bathroom and every driver should develop the plan, and a backup plan. Instead many drivers like to preach about the unfairness of X, Y, Z and then when the emergency happens look for whatever item is on the floor of the truck and try to McGyver it into what they need in the few seconds between thinking "uh oh" and OMG. Since that slapped together thing will be almost be the worst possible outcome they resort to animal behavior and leave the mess for someone else to clean up. All of this is a choice.

Even the dirtiest, busiest driver is going to see a real bathroom or shower in the next day or two. There is NO NEED to behave like an animal other than you WANT to act like a dirty animal. Sewage goes in toilets in a civilized nation. Act like a civilized human, not an animal. It doesn't cost anymore to act like a human than an animal in this case. Truck drivers are not the only people in America that are not within 3 feet of a toilet 24 hours per day. Campers/RVers, for example have various solutions. You can trade you not thinking about this to someone selling something too large and expensive or you can spend a little time, buy items that can be used for more than one purpose and fit in the space you have, and save the money.
Tissue-thin grocery bags, styrofoam cups, etc are the worst of animal behavior and human behavior. Make it your goal to take the time and make a plan for this situation. You are going to be somewhere, regardless of the laws in DC, and need a toilet. If you are surprised you literally have learned nothing since you were born.
