No, not neccessarly when someone is talking. Just when you are picking up excessive static. Just experiment with those settings. The nb means noise blanker, which was designed to suppress popping noises from spark plugs in cars 40 years ago. With newer vehicles today that feature is somewhat useless. But experiment with those settings to see if it helps. The radio is going to have a certain amount of noise because that's the antenna doing its job of picking up signals in the air. It was mentioned earlier that these inverters in your truck today can cause a lot of static in the CB radio. The only way to know is to shut the inverter off and see if the excessive static you are hearing goes away.
