Given that it's farm equipment, older tractor hooked to a newer grain cart, I'm guessing FAFO.

What’s the issue? Things are loaded on the bolsters all the time, that’s why they are there.

Secondly, it's loaded on an angle with what looks to be part of the reactor steer tire hanging off the edge.

Nothing illegal about loading stuff crooked. Can hang stuff off all you want as long as it doesn't make it wider. That cart looks wider anyways behind it.
