Worse — some cannot grasp the concept that H2O freezes at 32 degrees F therefore when it’s 25 degrees F the roads are slick — even a simpleton like me understands that

Keri was in town overnight. Some changes are coming in her life with this upcoming deployment. We stepped outside to take a walk and came upon a cat sitting on a stool. The cat started a loud meow, and then Keri started talking to the cat. Then as we passed the cat started following us. Then several minutes later an older lady walked out and started screaming come here, Ralph! The cat surprised me, turned, and did a fast walk to her. Keri and I both laughed at Ralph the cat!

There's always an exception. Freezing rain is below 32°f and still a liquid until it hits an object and friction raises the temperature. Then it freezes.
Supercooled water is water that remains in its liquid state far below the freezing point.

Freezing rain has something to do with latent heat. I remember once watching water boil at room temp. It will do so when you put a vacuum pump on a container with water in it. Anytime you super cool a substance as you said you are taking that substance below its freezing point and maintaining the state. The same can be said for superheating. You take a substance higher than it's boiling point and stay in a liquid form. Gosh, this is stuff from my high school shop classes.
