You know, God bless the dude and his family, and the truck driver was clearly wrong, but there's something else too.
Look at the picture. The dude is underneath the trailer......how fast do you have to be going for that to happen?
Recently I took a trip to Tupelo MS, popped over a hill doing 65 or so, and in less than 100 yards there was a breakdown (big truck) in my lane. I hit the brakes and avoided the accident.

My point is this; there's a whole lot more to this accident than meets the eye.

when a 4 wheeler rearends someone, it's usually his fault.

with a truck being rearended, it's weeeelllll let's look real careful and find some fault?

Especially when the four-wheeler driver wears a badge.

While your not wrong. Playing devils advocate here. Its entirely posible the truck didnt signal then suddenly turned. If the officer was tired say just getting off a long shift then did errends all day or something. It may have taken a beat to process. Could also be the truck turned with seconds to spare.

Regardless of who is at fault or why though. The truck was on an illegal road apparently which is why this is going to bite this driver in the ### so hard. This is also a perfect showcase as to why you NEVER make a U turn. Thinking about it. I wonder if he was making the Uturn because the no trucks sign was one of those wonderful examples of them being a thousand yards past the last legal turn or hidden by crap till your ontop of it deals?

That part of Oak Creek and South Milwaukee has truck prohibitions everywhere, with literally a handful of designated routes that truck traffic is legal on.

So the kid died? Look at the irony there. This kid probably had many life threatening calls, maybe even saving someones life, and tragically dies going under a truck. I can't blame the truck driver, as Oak Creek has some mighty stupid truck routes and is home to a slew of industries. Unfamiliar with the area, it's entirely possible to end up on these restricted roads and hope they cut them some slack. I say the cop screwed up royally, they are people too.
