The shoulder is not concrete or paved. The people we are talking about are to the right of the fog line ON THE ROAD. The shoulder is off the roadway.

I must have used words that were too big for you to pronounce because you didn't read anything I typed, nor did you understand. It's no point.

Parking on ramps is illegal around here too. But the Arkansas troopers pretty much don't bother anyone on the rural ramps- the get on ramps anyway. But you constantly see trucks parked on the shoulder of the freeway with no flashers or triangles. Many have their curtains pulled. They are rolling the dice and some will lose. It surely isn't a safe place to take a break.
Last week I saw a guy pull out from the shoulder at maybe 20 mph and get on the freeway. There was an off ramp less than 50 yards up the road that he could have taken and then went down the on ramp and merged safely. The bad thing is that most of these idiots don't even think they are doing anything wrong.

Everything from the white line to the edge of the pavement is legally considered "improved shoulder." In some parts of the country they call it the breakdown lane, but around here we just call it the shoulder.
