You obviously aren’t living in reality…when they don’t even have a official physical address then it’s a scam.. lazy police officers will use that excuse that it’s civil because they don’t want to do their job

Another key sign that they’re a bunch of hoodlums that they only accept cash payments.

Police don't want to get involved in "messy situations". They will look at any situation between two individuals as a "civil matter" until violence is involved. When it is a business and an individual - if the individual is making the complaint it is almost always deemed a "civil matter". If the business is the complaintent, and there is no clear cut violation of law, then it's 50/50 the police will get involved beyond trespassing someone from the property.

Until the local DA takes an interest, rank and file law enforcement is going to stay as far away from this type of thing as they can. It takes a lot of their time without any "demonstrable impact". From a personal standpoint they would be better off issuing citations for jaywalking that are easily quantifiable.

Once upon a time i woulda agreed with the OP about how BS some of these companys were. The problem is nowadays i see people illegally parking where ever they #### well please, throwing out trash, urine, fecees, hitting stuff, destroying property, ripping up pavment and worse.

Half the #### reason we have a "parking shortage" is because pigs go where we used to be allowed and trash it. Then have the guall to get butthurt when the owner finally gives you both middle fingers and tells you to #### right the hell off in a direction of your choice.

So i tend to have less then zero sympathy for someone getting a parking ticket unless it was in a legal area like a TA or some #### designed just for trucks and even then im skeptical. Honestly i tend to find illegal parkers are also the same type who throw all their trash out into some nice persons place until we get banned, take their 30 in the fuel island, or any number of other stupid crap.

So as far as im concerned, park someplace your not allowed and get booted for hundreds or thousands of dollars? Welp you played stupid games and got a stupid prize.

Civil matters are based on civil laws and criminal laws on actual crime. Hence the difference. Police only enforced criminal actions. However, fraud and theft are criminal actions and if they were taking place the police would certainly intervene. I used to be in towing. Impounds and repossessions were our bread and butter. The local governments have to approve all towing companies to be legal. This was in MD so maybe there's a difference between TX and MD but in MD towing companies are heavily regulated and fake ones are discovered in minutes on site with ease.
