And how is a driver who is out of hours supposed to be able to move the truck off of private property (thus entering or at least crossing a public roadway) without being in violation of HOS regs? -

And if permission is revoked for whatever reason, you can violate hos or call a tow truck. Again, not rocket science.

As @ZVar said, "That's a you problem."
Being out of hours doesn't override the rights of the owner of private property. An HOS violation is merely the price to be paid for poor decision making by the driver.
