Do they allow you to use chains? Anchored through the middle and at least 6 foot fore and aft. If not, then it needs a proper coil carrier.

Picture looks like it was taken in a parking lot to me. Feet visible under the trailer. Guy might still be in the middle of tightening his straps which explains why it's still got one loose. Hard to tell but it does look like the loose one is also on top of the other one so makes sense to tighten it last.
Once buddy finishes tightening his straps he has enough securement for up to 64,800lbs. That coil looks like 45-50K.
Now for my favorite part:
There is nothing illegal with using straps to secure a coil. -
Chains or straps are fine. He has a correct cradle made with coil racks and 4x4 timbers keeping the coil off the deck. He has tiedowns all placed at less than a 45° angle.CAXPT, broke down plumber, cke and 4 others Thank this.

I guess coils are too tall to lay on the side to haul them. I’d haul almost anything ahead of coils. There’s way too many pictures of them in the sleeper.

It's entirely dependent on the shipper/receiver requirements. The can be hauled in any direction.
Eye to the side(suicide) is by far the most common and IMO the easiest most secure way.
Eye to the front/back(Shotgun) requires cross ties through the middle and at least 1 tiedown over the top.
Eye to the sky like you suggest is usually for things like really thin/soft materials like aluminum that can deform under their own weight if left unsupported. Those are usually on a skid and get tiedowns over the top with a trip chain/strap at the front.

If they told me no chains, I'd tell them to unload it.
His dunnage isn't beveled which can definitely damage the coil, it appears he only has 2 coil racks, typically for every 10k you need 1 rack.
