Driver license state change for non citizens?

They moved from Florida to Tennessee where they lease a home.
Tennessee won't convert their Florida cdl to Tennessee cdl because they're not US Citizens, but Kentucky will.

 

Because there trying to back door the system to get a license.And some off the knuckle heads on here seem to want to help.It’s really simple if there not U.S. citizens and don’t have authority to work here Tennessee won’t give them a CDL as they shouldn’t

 

They already have a CDL from Florida.

 

I assumed that they were legal here, not on asylum TMP or not legally supposed to be here.

 

Is it cheating when thousands of truckers have a South Dakota CDL and don't live there and have never lived there? No, it's not cheating because it's legal in South Dakota. Truckers do that because they don't have to pay state income taxes and don't have to rent or own a place to live. They only have to stay in a motel for 24 hours and after that pass through South Dakota once every 12 months.
The rules are different for Class-C automobile license.

We are legally in US and we have working permit (Employment Authorization Card),we have Social Security Number, we paid tax for the first month when we are arrived the us.
We never ask any welfare benefit.
We don't have family, nobody.
We try to live here and working hard.
