Do I need to remove the rust first?
    Thank you.

AS far as the bolt I would replace a blot rusting like that with a good cad plated bolt loike a #8, the engine clean it off with a wire brush, hit it with some brake clean, cover up anything you dont want painted like hoses and belts. A couple of light coats better than a heavy coat,. And use engine paint or it will just burn off. I alway have a stock of Chevy Orange and Ford Blue. But I do most of my own work on my cars, trucks, and bikes. Wear eye protections and a mask. Paint and cleaners are not good for the eyes and lungs. Same when wire brushing. I wear eye protection most of the time when mess round in the garage.

Thank you for the detailed answer. I have visited many mechanics and found that some (or many) were not honest, and sometimes my car had more problems after visiting them. So I prefer to do it myself too.

If they constantly stay water or moisture wet they still do. Makes for some nasty corrosion. I have opened many old oil pans, trans and diffs that have had just enough moisture mixed in the oil and grease to protect the rust and let it grow. Looked like sitting in the bottom of the ocean. Cast iron seems to get it worse.

That’s a GM 6.0 LS (LQ4 model, I think?). GM never painted any of those parts that are rusted, as that’s all cast iron. You’re worrying too much.

If it bothers you that much, pull it, acidize it, and paint it up.
