I'm going to guess he missed the ramp to keep on 24E from 40W. If he came from Briley Parkway (SR155) it's a little less than 2 miles from one ramp to the next and you have to cross 5 lanes of traffic to make it over to the left ramp for 24.
The spot where he's stuck is just past that ramp in the area that that has a permanent 13'6" max height.

This was another picture from the news article. Looks like both trucks are from the same company... Hard to tell for sure but looks like the first trucks load isn't nearly as wide as the fella stuck under the bridge...

Looks exactly the same to me. Both of them look to be somewhere around 14-14.5' tall. Like I said I'd put it down to a missed turn onto 24E as that's a common oversize route through the area for tall loads. First guy misses the turn and second guy day dreaming just follows the first. The first truck might have his trailer riding a little lower or he was able to get over quick and make it under the bridge on the high side.
There really isn't enough information to say if this is 2 guys bootlegging or just a simple missed turn. Either way the second guy made the right call and stopped before hitting the bridge.
