They might still be taking in "refugees" but I'm not positive on that one. Also most are required to have enough funds to pay for their own social services while waiting on citizenship.

I am guessing you have never been outside the US. Traffic laws are pretty much the same where ever you go, with some subtle nuances. KPH vs MPH for example. Driving on the left in British countries/colonies, ect.
You assume just because someone isnt proficient in english that they arent Americans. This is not always the case. So someone that was born and raised in the US shouldnt be allowed to drive on the roads just because they grew up in a spanish area of the country? Or an indian reservation?
And no, you dont have to be Jewish to gain citizenship in Israel (took me 3 secs to google that). Its EASIER if you are Jewish, but not impossible.
And under German law, I AM actually a citizen of Germany. Anyone born to a German citizen is automatically a German citizen no matter where they were born. My grandfather came to the US as a POW in WW I. So that makes my father by default a German citizen (even though he had never been there in his life) and by extension I am also. There is no challenging it, this is not about rights under the 1st amendment, no one is stifling the rights of an individual in speaking on political matters but rather requiring the driver to be fluent in English for safety purposes.
this means while the government is aupposed to accomidate a person with a language barrier, they outcome in documentation and other forms of communication is official when it is in English, not Spanish or Arabic.
the first amendment has ZERO to do with this subject, it isn’t about free speech but it is about safety and the governments regulation.

It isnt for YOU or ME to decide if it is a 1st amendment issue. That is up to the courts. The simple fact of the matter is the enforcement was ended in 2016 for some reason. My personal belief is a 1st amendment challenge, but to date no one has stated a reason that I am aware of. The policy was NOT changed in 2017 when Trump took office, the policy again was NOT changed in 2021 when Biden took office. Since nothing has changed between 2015 (when the challenge was made) and now, I have to believe that whatever challenge was made back in 2015 WILL BE made again, and if it succeeded once it will again. Now you are free to complain about the courts having nothing to say on the matter, but lets face it, you would be wrong.
He can tell agencies to conduct business in english if the laws allow that agency to conduct business only in english yes. Which means nothing. If they currently only conduct business in english, then they will continue to do so. lol, so really he said something that doesnt mean anything... If they conduct business in more than just english then they will continue to do so. So again, he said... NOTHING.
And the 1st amendment has something to do with it, on that we will disagree. Which is why we have a court system.

And that means I support people that I dont believe in just as much as those that I do believe in. Because we all have the same rights. now the real problem is and has been since the courts have taken powers they don’t have is that while they are considered adjudicators of laws and rights, they have not followed the original intent of the constitution in so much about individual rights.
This issue has not a thing to do with free speech by any means, it is an administrative regulation to qualify a driver to drive in a vehicle for interstate commerce which is a power given to congress and checked by the president only, there is nothing in the constitution that gives the power to the courts to interfere with, modify or even enforce/regulate a law passed by congress for interstate commerce.
CVSA has been limited in what they can influence in changes by the fmcsa. The Obama eo cleared the way to have this situation, he had the power to do that unless congress forbid it which goes to the court as one of their core duties.
so anyway you want to slice and dice it, this has nothing to do with free speech, and one of the laws and restrictions on the books (has been since the 1830s) is one that forbids the courts to take frivolous lawsuits and in regards of an administrative action and a first amendment right, it is one.
ok the president can tell all agencies and departments under the executive branch to use English for business, there are a couple laws that have to accomidate the person involved, one is the civil rights act of 1965 and if there is due process in civil and criminal matters, the court and congress said that the person is entitled to services in his language.
