They're not cops in lots of states but cops do the same jobs along with the usual traffic enforcement with added powers of arrest. DOT and the police overlap often.

The point is the inspectors have the ability to detain and arrest for infractions. No other industry is like that. Imagine getting arrested at and office job for failing an inspection or being put at of service because your lunch was to short.

Here is a link to a lawsuit that happened in our state while a civilian CVI pulled over a truck. The law has since changed and they can now stop a commercial vehicle for inspection. I should also add...they still can't pull you over for anything but an inspection and have no powers to arrest, but can write tickets.
