Yes, slavery was the underlying catalyst but states rights was the basic cause of the civil war. The ironic thing about it was, as the Union was fighting the Confederacy saying they could not secede from the union, at the same time West Virginia seceded from Virginia and joined the union so they could vote in the 1864 election... So the Union supported the very thing they were fighting at the time.

 

Never underestimate the ability of politicians to totally screw up the country. NEVER. Hand them a sure thing with a bow tie on it and they will turn it into pure garbage over night every time.

One caveat of English enforcement: it is done by competent people who themselves present grammatically proper - not tainted with too much local dialect English.
A high school diploma Oklahoma cop from a rural town upbringing, may be hardly competent an English examiner if his own English is too folklorish, so to speak.
