it looks as if the tandem pins are not engaged on the front so that could be the cause
i have never hauled a coil so i don't understand the chain issue..
i would think you should have chains and binders on both sides but maybe i off on that

Say ur getting 3 coils..1 is 30000..1 is 9000..1 is 7000..how can I load these..last time I centered them all with the big in middle..I'd like to separate them so its easier to tarp..when they were together it was a pain in the ###
