What happens is his own school district will be planning on a big multimillion expense and the wise thing to do is hire a consultant to study it first before you go and spend a million or two. So, he will call a buddy of his and say hay I've got a consulting job that will pay 80k... BTW what do you need consulting work on for the same amount? One hand washing the other all in the name of doing the right thing of doing some research before you spend the school's money.
