393.120(c) is the specific law covering securement of suicide coils. It says TIEDOWN all the way through not a single mention of chains.

Sons Hero and Razororange Thank this.

A single strap may be okay for 1,000 pound coil but not a 30,000 pound one.
D.Tibbitt Thanks this. -
How about all that loose dunnage and tarps on the deck. Not to mention the stacks of containers in the background and the guard shack with barbed wire right behind the truck. Maybe something about the fact that there's 80K+ lbs of steel coils on the deck.
Hmm could those pictures maybe be taken in the yard of a company somewhere where he's just throwing a couple straps to move it slowly across the lot? If thats the case then the securement laws dont matter because he's on private property.
