    They say its to improve safety, but yet, they let anybody become an owner operator, and the large companies that have these 3 week courses and churn out drivers in the way they do, are the biggest contributors to putting any and everyone out on these highways. I'm glad they're taking a closer look at it because that law didn't have context at all.

    CVSA already said there wasn’t evidence of it being a safety issue.

    Don’t get me wrong, I mostly agree with limiting visas to inexperienced drivers and to only issue them on a temporary basis when there’s an actual need.

    I just think if you're going to be choosy about foreign drivers, then the same needs to be done with American drivers. The bottom line for me is that obtaining a CDL is much too easy.

    So from my understanding the non-domicile rule was not being used as it was originally intended, allowing what we have today to happen, so now a judge says no, things are going to remain the same. Is this until they, whoever they are, sort things out and come up with a final rule?? There is definitely a problem, we all know that, so how long are we going to hafta wait to weed out the garbage? Or keep it from infiltrating anyway?

    They are just reviewing it and should have some kind of answer in a couple weeks.

    If the plaintiff isn’t satisfied with the outcome then they could ask the Supreme Court to take it on.

    Imo it’ll end up with scotus because someone isn’t going to be happy..

    All Duffy had to do was follow the standard rule making process. If he had, the plaintiffs wouldn't have standing to sue.

    He could have simply suspended the issuance of NEW non domicled cdls, then fast tracked his new rules, and Robert's your father's brother its done.

    Instead he threw a rule together with unclear application guidelines and uneven enforcement - which results in lawsuits and a worse environment for everybody.
