Not knowing or understanding all the rules is what scares me the most so far -
I would assume its a accident, I know it is if you hit a deer.

US-62 will give you that experience. US-63 in Hardy, AR use to give you the same rubbing mirror experience right down town. Sadly though, they built a truck bypass. -

If I stopped and had a police report filed for every animal I've ran over.... I'd still be doing paperwork!
It isn't my problem if the animals owner can not or will not retrain or confine their pet. -

I would think among all the various rules and regulations there is something along the lines of....
....upon striking an object in the roadway the driver must preform a vehicle inspection at the next available safe location to ensure the vehicle is still safe to operate and all incidents must be reported to....
Now I don't know this to be the case, but it seems logical given all the other safety rules and such. -
