I drive for Werner (started E logs) The Qualcom system is a very good idea but a very imperfect system... for instance, if your not driving fast enough the system will automatically put you to an on duty not driving status, some have told me its a glitch that they cant get worked out others tell me its for the ones who forget to log there stops either way i dont think it should be able to do that legally. The other paint in the ##### is if your driving in the desert your not getting a signal to it.. meaning if your pulled over (which my trainer was a few days ago) you cannot get your logs until you can get a signal. the bear that got us was pretty pissed about it but there wasent any thing he could do since it is a legal system.
The reason why qualcoms are a good idea and why i think the goberment is pushing so hard for them is
1 it protect the employer from a driver who cheats his logs.
2. it protects the employee from a company that will try to force you to push your logs.

Society decided we needed to restrict the use of publicly supplied and funded areas specifically highways,roads, court houses, public parks..........
By your method we should allow obviously tired drivers in crap equipment drive over loaded vehicles right into that school bus and station wagon.
Again it boils down to a simple fact. You ask to participate. You know the price of the privilege. You further ask for greater permission by conducting business on a public road in a significantly more dangerous vehicle. This added request for use comes with a higher cost(more restrictive laws).
It is not just HOS. We are restricted to certain weights. We are required to maintain specific levels of equipment. We are required to pass minimum health standards(another facet that really needs ramped up), we are required to register certain hazardous materials before entering a public roadway.
HOS is but one of the costs for your privilege of using the roads. -

See right now you sacrifice your character out of fear that you'll displease someone(commit perjury to cover long unload/load times by falsifying your log book). Now why you fear these people is beyond me, just as the irrationality of risking fines and prison(if you cause an accident and then found consistently lying) to cover for them.
I did not state elogs will make the road safer. I believe HOS makes the road safer and elogs will help enforce HOS so by association I guess but not in and of themselves.
Please spare us the fairy tales. Fictional stories have no relevance to a logical discussion. -
Same thing with th movement, Peoplenet isn't tied to MPH it's set up with geo fences and GPS movement. you can drive 5 MPH all day to try to circumvent the system, or move 7/10ths of a mile and stop until the system resets if you want but what are you actually accomplishing? Nothing, you can still falsify an eLog, it will still allow you to violate your hours of service, it wont stop your from speeding, it can't tell you when to sleep, all it can do is complete the log for you, and remind you when your hours of service are coming to an end. -
Qualcomm information is stored in the onboard CPU until the driver submits it to the company. Even then, the RODS stays available to be seen for at least 8 days. No need for a signal. And, the signal end of things works basically the same as Peoplenet.
