You might be the person I need to talk to. I just got hooked up with a broker to do overlength loads and she's telling me that because its raw material I don't need a permit for most states. You know anything about that? Thanks -
I havent done any oversize loads yet, BUT i do know that if its over size its oversize, and you need banners/flags/light/permits which all vary by state. The type of freight doesnt matter as far as I know.
There are allot of more experiance Heavy Haul guys on here, you might want to go to the Flatbed section and start a thread, im sure they can more spacificly answer your question.

In CA and NV this is the law on oversized.
Legal Loads.
Length: 70'
Weight: GVW 80,000 lbs.
Width: 8' 6"
Height: 14'
Nevada
Routine oversize shipping, trucking and transport permits.
Length: 105'
Weight: Determited by bridge formula and tire size.
Width: 14'
Overhang: No more than 15' combined total but you want to check with them to make absolute sure - depending on routing.
Height: 16'

Semi-trailers which exceed 48', including overhang up to 53', must have a 41' or less kingpin measurement and rear underride protection (Interstate Commerce Commission [ICC] bumper).
In Florida only boat haulers are allowed 6 feet of rear overhang on the rear of the load from the trailer.
WHEN DO YOU NEED A PERMIT?
An overweight / oversize permit is required to move a vehicle or combination of vehicles (including load) of a size or weight that exceeds the maximum size or weight established by law over state highways. Except for certain vehicles exempted by law, any vehicle which exceeds the following size or weight limitations will not be allowed to move without a permit:
1. Maximum WIDTH of vehicle or vehicle combination and load exceeds 102" or exceeds 96" on less than 12' wide travel lane.
2. Maximum HEIGHT of vehicle or vehicle combination and load exceeds 13'6" or 14 for automobile transporters.
3. Maximum LENGTH of
a. Single-unit vehicle exceeds 40'
b. Truck Tractor with semi-trailer which exceeds 48' with a kingpin distance which exceeds 41', measured from the center of the rear axle, or group of axles, to the center of the kingpin of the fifth wheel connection
c. Straight Truck with trailer exceeding 28' when the combination exceeds 65'
d. Truck Tractors hauling automobiles with semi-trailer exceeding 50' as a qualifying auto transporter (able to transport automobiles on the power unit) when the exceptions in Florida Statutes 315.5152
e. Front end overhang exceeds 3'
4. Gross WEIGHT of vehicle or vehicle combination and load exceeds the legal limits established in Florida Statutes 316.5353
