If the shipper doesn't have the right placards, don't leave the property, simple as that.

I picked up from an Office Max dc in Memphis for one of our customers. 6 55 gal drums of floor stripper (IIRC) and they just had some little MSDS sheet about it being hazardous and no placards.
When I told them:
A:It had to be conspicuous on the BOL
Broperly identified and labeled
Clacarded(Nope they didn't have them either)
The lady looked at me and I quote
"We are not a Hazmat shipper so we do not have to do it that way."
Told her
"Your #### right but it is gonna be that way or I'm not hauling it"
Customer(Ours!) Said there was no hazmat on there so just go with it??????
I wonder who they ever got to haul it? See Scalemaster we get stupid stuff too -

Depends primarily on if it is reportable. If it is not reportable, you are not required to have a placard.

Yes it was reportable amount, yes it was in the guidebook.
But yeah there are times that hazmat can be on a load without hazmat endorsement or placards. Alot of our Nissan loads have small amounts (10 to 100lbs ) of HM. They still have to list it on BOL as HM and make it conspicuous. -

A lot of commercial wax strippers they add ammonia to it on the job site. The actual product might or might not be hazmat depending on whether it's premixed or not. -
Don't remember Butyl something or another. To long ago and frankly couldn't care enough to remember beyond telling safety about it the next morning.

Non Haz Mat will say it is not regulated by the DOT!
