Your right. It is pretty much subjective, and depends on the mood of the Officer. I am sure they could get you for this type of stuff, if they wanted too.

I had carried a milk crate on the catwalk with nothing more than bungie cords, in full view and never had anyone say zip for years. Fast forward to one day I watched one fall off a truck, went to harbor freight and bought a four pack of mini ratchet straps.

Following another flatbedder who Had 1 fall off when bungie broke and come back through my the passenger windshield a few years ago.
Thing was it was 1 of my own trucks , guy had just started 2 weeks before . -
