Found a lot of articles that say buses and Hazmat cannot turn on red but no regulation. There is a amendment in the ARK CDL handbook that says it is legal. So now I don't know for sure.

Then that would be a local or state reg to AR. Not a FMCSR. -
With Hazmat, I would wait the few extra minutes. Could be a mess if you are in the middle of the turn and someone hits you.

There is no Federal reg, possibly a State issue, but not Federal.

Even with a non-hazmat load, you are not supposed to pull out until traffic is clear and you have a good line of sight for any approaching traffic.
